Pom poms are made using Hair and Fur.
There is no fur in the obj file, in the archive there is a screenshot with the fur settings. Apply Hair and Fur to objects fur_01 and fur_02

For correct display: System Units Setup - Millimeters
Setup: Rendering > Effects > Hair and Fur > Hair > geometry

To change the scale of curtains with pompoms:
1. Open groups and select the object fur_01 and fur_02
2. In the "Hair and Fur" modifier in the "Tools" tab, select "Guides -> Splines",
3. Wait until the end of the operation to create splines, on the basis of which the fur of the model with a changed scale will be built,
4. Add the created splines to the general group of the model, close the group and change the scale,
5. Ungroup, make X-FORM of all model elements;
6. Select the objects fur_01 and fur_02, in the "Hair and Fur" modifier in the "Tools" tab, select "Recomb From Splines";
7. Next, click on the previously created splines. The fur will be recalculated based on your splines,
8. Delete the splines and close the model group.
